The SAP ALM Tool Landscape: Market Overview and Structural Gaps

The four categories of the SAP ALM tool landscape

The market for SAP ALM tools is heterogeneous. It ranges from SAP's own platforms and universal ITSM systems to specialized SAP-native third-party providers. No single tool covers all ALM requirements completely. Choosing the right tool—or the right combination of tools—is one of the most consequential architectural decisions SAP customers must make in 2026.

The market can be divided into four categories:

SAP-native ALM platforms. SAP Solution Manager, SAP Cloud ALM, and SAP Focused Run. These tools are developed by SAP and supported directly by SAP. They offer the deepest integration into SAP systems, but vary in terms of functional scope and development outlook.

Universal ITSM platforms. ServiceNow, Jira Service Management, BMC Helix. These tools are not SAP-specific, but they offer strong ITSM functionality and limited SAP integration via connectors. They are frequently used as IT-wide ticketing systems and cover change management processes for heterogeneous environments.

SAP-native third-party providers. Rev-Trac, ActiveControl (Basis Technologies), Realtech SmartChange, Solutive ESM Suite. These tools are specifically developed for SAP landscapes. They offer deep integration into SAP transport mechanics that universal ITSM platforms cannot provide. They supplement or replace ChaRM functions in SAP Solution Manager.

Orchestration layer. Tools or platform functions that are layered over existing ALM tools to centralize governance, policy enforcement, and end-to-end transparency. In the COI Feature Registry (as of April 2026), the Solutive ESM Suite is listed in this category.

Why choosing a tool in 2026 is no longer a matter of convenience

In the past, choosing an ALM tool was often a matter of convenience: We have Solution Manager, we know ChaRM, so we'll stick with it. That works until the end of 2027. After that, it won't.

Three factors make the 2026 tool decision a strategic necessity:

SolMan expiration. SAP Solution Manager 7.2 is in mainstream maintenance until December 31, 2027. SAP has not announced a successor on-premise platform. The strategic option SAP points to is SAP Cloud ALM. Anyone who has not made a decision by the end of 2027 will face an unplanned migration under time pressure.

Functional gaps. SAP Cloud ALM, the recommended successor, is not functionally equivalent to SAP Solution Manager. Individual ChaRM functions—particularly CSOL for single-landscape scenarios, transport orchestration, and release cycle management—are not available or only available to a limited extent in Cloud ALM. A tool decision made without a functional inventory is a decision made without an information basis.

Regulatory requirements. SOX, GxP, and DORA require seamless audit trails. Starting in 2026, the EU AI Act will add AI-specific requirements for change documentation. Tools that fail to meet these technical requirements force companies to perform rework or create compliance risks.

SAP-native tools, ITSM platforms, and SAP-native third-party providers compared

SAP Solution Manager (ChaRM). The Solution Manager is the most functionally comprehensive tool, but it is being phased out. For customers currently using it in production, it remains the benchmark against which alternatives must be measured. Strengths: full CSOL support, transport orchestration, release cycles, tight integration with ABAP development environments, and established process templates. Weaknesses: outdated UI, high operational complexity, and no strategic investment path beyond 2027.

SAP Cloud ALM. SAP's strategic successor for RISE customers and cloud-oriented landscapes. Strengths: SaaS model with no infrastructure to maintain, roadmap-backed by SAP, good integration with SAP cloud solutions, and a modern UI. Weaknesses: functional gaps compared to ChaRM (CSOL single-landscape, transport orchestration, release cycles), primarily aimed at cloud customers, and not all on-premise scenarios are fully supported.

SAP Focused Run. Designed for operations and system monitoring. It is not a complete change management solution and complements Solution Manager or Cloud ALM in the operations space.

ServiceNow. Strong in IT-wide change management, but lacks native SAP transport integration. Frequently used as an overarching ITSM system that is integrated with SAP ALM tools. Strengths: state-of-the-art ITSM functionality, broad market penetration, and strong integration capabilities. Weaknesses: no native SAP transport management and non-trivial integration effort.

SAP-native third-party providers. Rev-Trac and ActiveControl offer full transport orchestration, CSOL support, and release cycle management for SAP landscapes—effectively closing the gaps left by Cloud ALM. They are relevant for customers who currently use ChaRM with full CSOL support and require equivalent functionality beyond 2027.

Functional gaps in Cloud ALM and migration pressure without a clear destination

The SAP community has documented the functional gaps in Cloud ALM multiple times. The most significant are:

CSOL for single-landscape. Cloud ALM offers Cross-System Object Lock for multi-landscape scenarios (multiple S/4HANA systems). For single-landscape customers using ChaRM with single-landscape CSOL, there is currently no equivalent function in Cloud ALM. Source: SAP Community Q&A, confirmed as of April 2026.

Transport orchestration. Cloud ALM offers transport monitoring and basic deployment management, but lacks full automated transport orchestration with sequence validation and automated import cycles in the manner of ChaRM.

Release cycle management. Defined release windows, freeze periods, and automated release checks are not available in Cloud ALM with the same depth as in ChaRM.

Migration pressure is real. Customers who delay their decision will find themselves without a viable option once SolMan mainstream maintenance ends on December 31, 2027. Making a decision without a functional inventory is risky; making one based on false assumptions is even riskier.

Functional inventory before tool selection, hybrid transition architecture

Functional inventory as a basis for decision-making. Before choosing any tool, you should have a complete inventory of your currently used ALM functions: Which ChaRM features are in production? How critical are they? What dependencies exist between the ALM tool and your development processes? This inventory serves as the benchmark against which Cloud ALM and other alternatives must be measured.

Gap analysis. The inventory is compared against the functional scope of Cloud ALM. Gaps are documented and prioritized by criticality. For every critical gap, solution options are defined: tool supplementation, process adjustment, or risk acceptance.

Hybrid transition architecture. For most customers, the transition will be a process rather than a single step. A hybrid architecture—using Solution Manager for transport orchestration and CSOL, and Cloud ALM for monitoring and ITSM integration—can serve as an interim solution until Cloud ALM provides the missing functionality or a third-party solution is integrated.

The SAP ALM tool landscape in 2026 is under migration pressure. Cloud ALM has functional gaps. Creating a functional inventory before making a decision protects against costly mistakes.
